I look at "hella flush" as the definition of the most extreme fitment of TIRE and wheel past the fender line without rubbing...as opposed to most people thinking that, simply, the metal wheel lip being 90degrees parallel to the fender is considered flush...which it isn't, IMO
I look at a flush setup as the amount of gap between the edge of the fender and lip of the rim, thats why people stretch their tires in order to have the rims line up with the fenders and dont rub the tires.
