you are correct.
if you want to figure inside clearance, just subtract from the offset instead of adding to it.. i.e. to have the same inside clearance of a 9.5", +2mm wheel when going to a 10.5", you'd need it to be about -10mm offset

and your math was still wrong. That would be the effective offset if you were talking about a 10" wheel, not 11" lol.
