Default Quick Question after Installing Wheels.

I noticed something when I installed my Nismo 19inch Wheels, theres seem to be a extra place to drill the wheel on too? I am not sure if this is normal or if the wheel guy messed up, prob a stupid question but it has a function right?

If someone can explain why its there that would be great thanks !

its a 10mm bolt that stops one from putting the rear wheels on the front. it removes in seconds.
