is it recommended to change tires after a certain time period even though they are not worn? i have a set of PS2's on my ride that are 4.5 years old. no cracking or anything visually that i can see. any safety issues? thanks

Tires are usually good for six years from production date which should be the last 4 digits of the DOT# if they were manufactured after the year 2K. Obviously this info is only good if the tires were stored properly.
First 2 number are the production week and the second 2 are the production year.

Yes kind of.
Organisations like Consumer Reports and NHTSA have recommended expiration dates on tires. Problems come about when tires spend 18 months in a warehouse, then are shipped to retailers as new. So you get a new 18 month old tire on the car.
Date of manufacture is on the tire. The date is a bit cryptic.
