I shipped 4 wheels Fed Ex from IL to FL for $13/ea. They were 17s and roughly 17-18 lbs per piece.
See if you can find some wheel boxes maybe from a local speed shop or car dealership. $13-$15 dollars per wheel is pretty normal.
OP: What did they quote you?

Should save more if you bundle them in pairs. I've sold wheels (w/tires) thru USPS from West Coast to East Coast for roughly $350 with delivery confirmation and insurance. But that was a while back though.

I have shipped hundreds of wheels... Best not to cheap out and just tie strap around cardboard on the faces... I once had "2 wheels" delivered to a customer with just the box front with label... tie straps cut and wheels missing..
if you are going to cardboard box the front and tie strap... also wrap multi layers of shipping plastic wrap around it... but even that, technically is not covered by shipping insurance...
best to put in actual boxes...

HINT:
The max you can insure with GH is $300. What I had to do with my body kit (fiberglass, full front, full rear, and side skirts wrapped separately).... If I had shipped the entire kit on one bus I could only insure it for $300. I had to ship each bumper separately (on different buses) so I could insure each for $300. The parts got there fine. One of the side skirts was cracked, body shop quoted the buyer $300 to repair, went to GH and they paid up without any issue.
You may need to ship each wheel on a separate bus. If each wheel is worth more than $300 (or you think they could do more than $300 worth of damage to the wheel) then you may want to ship a different way or work out something with the buyer that if something were to happen you'd work it out between you.
The main thing is they WILL put your wheels on the BOTTOM and stack everyone's luggage on top of it. So be sure you have about 10'' of bubble wrap over the faces... other than that. No issues. I will use them again and encourage others to ship me large parts this way.

Go to your local shop and get wheel boxes.
Place one wheel in each box with bubble wrap, peanuts, or whatever to make it snug.
Tape up each box individually.
Take two identically-sized boxes, and tape them together - one on top of the other. Repeat for the other two boxes.
Create a shipping label for "two" packages (that each contain 2 boxes). Typically when I do this for 18" wheels, the package size is 19x19x20, and weighs about 50# and costs about $35 cross-country; totaling $70 for four wheels shipped cross-country. The same wheels as four packages typically costs about $30/box so about $50 more total. Just make sure you tape around-and-around at both the 12/6 o'clock vertical and the 3/9 o'clock horizontal. I also tape them together circumferential where they meet top/bottom.
