tire feathering after new wheels

I recently picked up a set of Varrstoen TE reps as 19x10.5 +12 in the rear with a 15mm spacer on Falken 452s 275/35 mounted in the rear. I've been seeing the outer edge of the tire feather, when I go over some dips on the roads at normal highway speeds(70-80mph). I'm pretty sure it's caused by my rear fender making contact with the outer lip of the tire causing it to feather or shred. What should I do? Should I remove the spacer and bring the part that's rubbing in closer to the car? Roll the fender? I want to go with 285 or 295 on the rear tires eventually, but really rather not roll the fender because it's not reversible. Any suggestions?

A 10.5 inch wide wheel sitting at -3 and a 275 mounted on it. Its not feathering, its rubbing. Take the spacer off, and roll the fender.
