If I was to purchase the VOlk Racing LE28N Wheels, which offset and wheel width would be the best choice to replace my Touring models stock 18x8.0 front and rear stocks?
I was thinking 8.5 with a +30 offset all around? I want to step up to 245/40/18 in Front, and 275/40 rear.
Any better suggestions, and or input would be great. Also if you know where to beat the prices above, clue me in please.

8.5 with a +25 in the front, this is perfect, it also the offset of the Nismo front wheels. 245/40/18 tire would be recommended.
9.5 with a +28 offset in the rear. This is also near optimal, I would say +25 would be perfect for the rear also, but the +28 will sit only 3mm further in. 275/40/18 would also be the optimal tire size. With this set up the wheels will be nearly flush with the fender and it will look great!
A 275 is not recommended on a 8.5" wheel.
Oh, check out MATIX, jeff@evolution, or revhigh, they are all in the vendor section, all carry Volk, all have good prices....

Would this setup keep the wheels at the correct vertical alignment? I don't have to worry about the wheels leaning in or out, and causing uneven tread wear do I?

Nope, not at all. This is the recommended wheel and tire width from Nismo to use with the factory settings (on their S-tune wheels and suspension). Unless you drop the car over a inch, you should have no problems.
I will say, I would check alignment, but this is the optimal tire and wheel size. The offsets above are very close to what I would consider optimal. I just do not trust Nissan and the alignment job from the factory (and most dealers for that matter). I would find and alignment place you can trust.
I am basing this off many things, including the wheels I currently have. I am running a 8.5 front with a +26 offset, and I think the front wheel could extend out another couple mm at most, so a 24-26mm offset on a 8.5 inch wheel is close to perfect.
For the rear I am running a 10" wheel with a +29 offset, and I think it could come in towards the car just a little. A 9.5" wheel with a +23 offset would sit the same as my setup as far as flushness with the fender. Like I said, I would bring it in a couple mm's, so a 24-28mm offset would be great.
The nice thing about this setup is the wheels sit flush with the fender, so it looks great, but it does not extend past the fender at all. My personal opinion is that a +25 (all around) on a 8.5" wheel in front and a 9.5" on the rear is optimal, give or take a few mm's.

Why would you get a +22 mm offset. You just recommended a different setup to me . Do you just specifically want you wheels to be out more than optimal fit ?

The difference between LE28N and CE28N are LE come with center cap, polished lip and color. I have the CE28N instock in 19x8.5 and 19x9.5 in a +22et for both front and back..

The only other option for the 19" CE is a +35 which is too high of an offset IMO.
Let me say this, all of this is a matter of opinion. There is no "right" offset. I can just tell you that the sizes I mentioned above seem to look the best IMO. Like I said the wheels I have now are the eqiuvilant of a +23 on a 9.5" wheel, they look pretty good if I do say so....
