powder coat dont paint. paint chips too easily(as youve no doubt noticed on the rest of the car)
then have a clear coat paint put over the powder coat so you can wash and was the rims. its the same process thats on the rims now, and on most all aftermarket rims.

Powdercoating is a lot more robust. The shop will positively charge your rims on the spots where you need the coat applied. This usually involves spraying on a layer of positively charged primer. Then a fine layer of negatively charged powder/resin gets sprayed over the positively charged areas of your rims... which causes the powder to bond with the positively charged primer. This is what adds color. Your wheel will then be baked in a kiln to allow the powder/resin to cure. The result is a non-brittle, durable finish.
As a side note, that's why you can't powdercoat plastic... it melts in the kiln :P
