Nope, I notice no difference at all. Not slower or faster. Keep in mind my wheels are lighter, but my tires are heavier. Not sure how much.
However, grip around corners is night and day!

19 inch te37's are 20-21 pounds. Only the CE28n's are lighter in the volk line up as far as I know..
Also, I had heard the stock 18's are 27-28 pounds but this is just from memory so I could be wrong. So don't take my word on it.

stock 18s are ~28 lbs
stock 17s are ~25-26 lbs
Rays 18s are 18 lbs
Nismo LM GT4 18s are 18.5-18.8 lbs
difference between lighter wheels is most noticeable under dynamic handling conditions, when a lighter wheel and tire make the suspension react quicker to curves and turns.
