How does Nissan get away with publishing those HP and TQ numbers for the Z?

How does Nissan get away with publishing those HP and TQ numbers for the Z?
Hey, folks, I have an 03 Touring and I've read many thread re: people dynoing their Z and getting returns of roughly 230-240 hp and similar numbers for tq. How does Nissan get away with this? 230 hp is a big divergence from the 287 hp that they claim.
I'm interested in this because I remember a few years back, Ford got in trouble for overestimating the hp and tq for the Mustang Cobra (03 or 04 model, I think). If I'm not mistaken, Ford actually skipped the next model year and recalled the Cobras in question to install better headers, exhausts, etc., the get closer to the published numbers. I wonder if the same could be done for the Z...

The 287 and 300 HP numbers they tout are at the engine. All manufacturers use the engine output number, not the wheel horsepower number. At least they don't lie like Mazda did with the RX8 and put out inflated numbers. I think they had to buy the cars back or issue partial refunds for that.

Now it's coming back to me, I remember reading about engine hp vs. wheel hp and I totally forgot the distinction. Sorry for the noobie question.

Correction: The new Civic SI is rated at 197 at the crank. In stock form you will not hit those numbers unless you're on drugs or your dyno is flat out wrong. Sorry... but that's so bull**** I can almost smell it over here.
