He says that the cars options will be set in August .. uhhh i sense that this guy is a swindler or seriously doesnt know how the whole process works .. i feel sorry for whoever orders from him

Looks like BS to me. How can you order a preorder without knowing what you're ordering?
Probably the dealer sold him the right to talk to him in august about buying a car. $500 for the privelage? Count me out!

Bids up over $3000. That's $3000 for $500 and a spot on a list. Never underestimate the power of human stupidity.
And yes, someone should probably report the seller or at least notify the bidders. If he preordered, he either did pick his options and doesn't want to let the bidders know, or, he's been reamed himself by his dealer.
