letting the clutch out in neutral helps the transmission get ready for you to skip gears... it's not absolutely necessary but it's a good habit to get into. same thing is true for anytime you select first gear or reverse... let the clutch out in neutral before selecting those gears.

u would want to go from 6->3 when u are racing on the highway... if u are below 80mph and cruising at 6th... and u want max power... i've often go 6th->3th and go. but u gotta be careful.... try learning to drive first... then do more complicated things.
or another case... is when u slow down.... if u going out of a highway ramp from 70mph to 30-40ish mph... then u downshift to 3 and let the engine slow you down. u can use brake too to help.
man, most of these things are experience, get ur *** in the car and experiment. it aint rocket science.
downshift is all about balancing tach + speedo.... how far you downshift is the same question as how slow are you slowing down.
