Default am I being scammed?

I bought a set of 3 tires couple weeks ago from ebay. The seller is also a fellow member here on the board. Since he was selling only 3 tires I also ordered another tire to complete the set from somewhere else.I paid right away , right after i won the auction.BTW he had them listed before, somebody won the tires, but then he had them relisted again with an explanation that the previous winner never paid , so so requested only serious bidders(which of course is understandable cuz it happens on ebay a lot).
Anyways it's been over two weeks without any correspondence or anything, so I contacted the seller to see what's going on, but so far i haven't received anything from him.
In min-time btw, I looked through his feedback( which is at over 95% with a good number of transactions), and I see he has received positive feedback from the previous "non-paying" bidder-winner which makes me believe that he sold the tires to him and received a payment for it.
So now I don't know what to think, i don't have the tires or the money and on top of everything I'm stuck with a single tire that I ordered separately. Hopefully I'll be at least able to cancel the order for the tire and find some resolution on this, I have 100% feedback and nothing like this has ever happened to me before.

People that use e-bay need to use paypal so it's insured and they will back it up or you are rolling the dice on if you will get the product. Learned that the hard way. Anybody can make a fake e-mail account and e-bay account. The good scammers out there can even send you a fake paypal receipt. The only way to check if the paypal receipt is fake is to go back into your paypal account and check the payment out since they can make a fake paypal symbol also to look real when they send it to your e-mail. AND report it to e-bay. They don't help that much but you might get lucky.

What is the auction number?
What are the payment terms?
Did you ask this question before bidding? “Are the tires ready to be shipped now?”

If you paid by paypal open a dispute immediately and give your explanation and you should get your $ back

He is a member here, and also on g35driver and he has a good feedback on the both forums which leaves a little bit of hope that maybe he was too busy and didn't ship the tires, and in the same time He and the previous "non-paying winner" have for some reason agreed to give each other positive feedbacks anyways.
I paid through paypal as requested on the auction.

The holiday season is always full of scams. Hopefully, that is not the case for you and shipping is just way behind.

Maybe that is true to a point. They are truly only concerned about making money and settling a dispute costs them money.

The truth though is that there are some low-life individuals in the world and they will lie, cheat and steal to make a buck. Buyer beware!
