Sorry to hear about this.
I'd bet you everyone here has had a bad experience either as a buyer or a seller and I know this doesn't help you in this circumstance, but I think when you're spending a good deal of money, it makes more sense to a) buy whatever it is brand-new from a reputable place or b) if it's used goods, do the deal in-person. You can't really trust people nowadays not to rip you off (even if they're a long-time member), plus sometimes people are just going to honestly have different expectations and neither side wants to cave. The aggravation just isn't worth saving a few bucks, in my opinion.
Plus eBay and PayPal never really go out of their way to help people who have been scammed, because eBay and PayPal just want the sale to go through. They don't care what laws get broken or who gets ripped off, as long as they get their commission.

As of his last email to me last night, he thinks that the $600 that I am asking for in lieu of a full refund is too much for what all is missing. I have spoken to Bespoke Ventures (the official US Top Secret importer) and any replacement vortex pieces are almost $500 and then I would still have to have ALL the hardware fabricated.

I remember that item and the seller said this about it:
He also claimed his friend bought it directly from Top Secret, which sells all the items together to my knowledge. I think the seller is COMPLETELY in the wrong; giving the impression that this had everything. See what happens with your Credit Card company and reiterate to them that the purchase you made was not what was sent in its entirety.

Thanks for everyone's kind words so far. All I can hope is that the guy mans up in the end. If not, I know a lawyer in NYC that should be able to take a bite outta his ***.
