Car A would be at fault in this situation if all the other 19 car all stated that they were all stopped and Car A started the accident. But in reality, most likely there are other collisions in between those 19 cars before Car A reared them. Its also kind of hard to believe that Car A alone would pushed into 19 other cars unless Car A is a 18-wheelers going at a really high speed. Its all about the sequence, the number of impacts, and the amount of damages for each car to help determine who is at fault.
it all depends on the force of A hitting B. if A hits B so hard B loses control and is unable to slow down if C is slowing down then A is at fault. If A bumps B and then B bumps C when no slow down then B will be at fault for C and A for B. This is all due to the safe driving distance and if it could have been prevented or not. No one follows the bullcrap 10 car rule at 60 mph in most major cities but meh

Car A is 100% at fault for that type of loss. AS LONG AS Carb B did not hit car C first. That is why the claims adjuster will ask this important question:
"How many hits did you feel?" If you are car C and "feel 2 hits" thats what it would be if car B hit you then car C hit the back of him. But if car A hits B into C it is not B's fault for unsafe distance. Unless you have a horrible adjuster hey should not be finding you at fault for that. You stopped at a "safe' distance or else you would have hit them in the first place. Stopping without hitting the car in front of you is still stopping at a safe distance. Car C did not leave safe distance and thats why they made contact with B and pusheed car B into the back of car C.

You mentioned that you were Car C in that diagram, you are definitely not at fault. You dont have to worry about who is responsible for your damages, insurance company should figure it out. If you go thru your own insurance, they will take care of your car for you and they will subrogate against the responsible party.
