Sleep in a nice Roykan including dinner and breakfast $100 a night
Subway/Bus travel $75

All large tuner shops will let anyone tour their place for free, speak a bit of Japanese and they'll let you play with the cars a bit.
Tokyo auto salon is neat, but hardly worth a trip just for it.
The only advantage would be the media access, but that not hard to be a part of. Claiming to be in the American Media is very easy, I giving people copies of my CNN press pass to do such things for many places
If you really wanted to go it would be cheaper and you could stay much longer, just doing the trip by yourself
