I just spoke to his army organization, the guy i talked to said that he can see this guy is under his organization, I briefly explained what happened to me and the rest of the victims. He told us to send all the proves we may have to his email, he will further investigate this matter.

I'm sure there are privacy issues when it comes to that. I'd like to see him get what he has coming to him but giving out his address is a bad idea.
You paid with a CC so you should be able to dispute the charges and have your money refunded. Either way make sure to file complaints with every agency who's links are included in the first post. The authorities will be able to find him without any problems.
Judging from his pictures he'll have problems in even the most minimum security Federal Prison, so he'll get what's coming to him
