Haha, I hate to break the news but you can generate the VINs yourself. You just follow the pattern starting at 000001 and add the check digits (there are websites that have the script to do it). Now some of the features vary, so you need to generate several sets and then verify (using carfax or some such) which option was used on that particular number. It is very easy for anyone to do.

Very true, it's just like a License plate, but instead of telling people who the car is registered to it tells dmv (or the police etc) this car is a blah blah blah blah, with blah blah curb weight, blah blah class, made in blah blah, made by blah blah. Its like an ID card for the car in the form of a license plate. Or maybe like a Full Name for a person.
Worst thing someone can do is try and file a complaint that something is stolen, but this would be very hard to do without the rest of the info (licence plate etc). And then if they do somehow manage to report the car stolen, and it does get through, should you get pulled over nothing would happen. You have proper doc etc all the cops will do is say 'ok, idkwtf happened but you are good to go'.
