I just tried to have the body shop install my new Astek N3R bumper, and they're putting it back together stock right now because there's an aftermarket oil cooler interfering with where the new bumper bottom support should slide. Anyone know how I should get this back to stock, where I could relocate this Mickey Mouse-ness, etc... In other words, what should I do here, easiest?? Thanks very much for all suggestions.
Pretty sure that's the stock power steering cooler. Look up instructions from the TN turbo kit to relocate to wheel well. Doesn't take any more parts to make it work.

Its not the stock cooler, as the stock one is much smaller (about 1/4 the size). This explains why its blocking the desired mounting locations. The zip tie mounting system is the aftermarket give away.
Thanks to every one of the repliers, due to your help I just ordered a PS cooler off Ebay with the brackets that look like they'll line up with the 2 slots in the new bumper (apparently there's 2 types of brackets, I think one's strictly for 06s that are U-shaped, either that or those are for automatics...idk, but I got the other less bent version) But it came with all the lines right to the pump.

I've boiled my steering fluid on track days so I was looking to upgrade. During my research I learned that this aftermarket unit (Derale 13200) is basically the same as the NISMO unit (49790-RSZ30US) but at much lower price. The difference between the stock and NISMO choices is only the length. The height stays the same and thus it shouldn't interfere with any bumper mounts.

JMII Thanks for the link, although I had ordered a stock 03 cooler, I ordered and just got in the unit you mentioned due to it's affordability and mounting zip rods that can be put anywhere I want on the engine rad, and it offers better cooling as you stated than stock.
I'll be selling my used stock 03 cooler with lines I just bought for $35, someone here can have it for $30 shipped to Cont US Priority.
