So what is the TSB for Item # 15 - Passenger Airbag on/off switch? I'm about to pay $500 to have one installed in my car...What exactly is a TSB, and what does it mean to me as an owner?

It means Technical Service Bulletin and is essentially warranty work the dealer can do for you if you have any of these problems. The differece between a TSB and a recall is that they won't call YOU to get a TSB done. You need to notify them that you have a particular problem. With a recall they are required to notify you.

Number 15 on that list in NOT a TSB. It just tells you how to go about applying for and obtaining this on/off switch. It is NOT warranty work and the owner must pay to have it done.

HERE IT IS:

2003 350Z; PASSENGER’S FRONT AIR BAG
ON/OFF SWITCH KIT AVAILABILITY
APPLIED VEHICLE: 2003 350Z (Z33)
SERVICE INFORMATION
• The U.S. government has procedures that allows customer’s to apply for permission to
have their vehicle fitted with an ON/OFF switch for the front air bag on the passenger’s
side of the vehicle if certain requirements are met (for example, the transportation of a
child).
• Such a switch is now available for purchase from Nissan for the 2003 350Z.
• If a customer has questions about the government application process, have them
contact NISSAN Consumer Affairs Department.
For U.S. mainland customers: 1-800-NISSAN-1 (1-800-647-7261)
For Hawaii customers: (808) 836-0888 (Oahu Number)
• Information can also be obtained directly form the National Highway Traffic Safety
Administration (NHTSA) at www.nhtsa.dot.gov.
After a customer receives the approved NHTSA form:
• They can order the switch kit through a Nissan dealership’s parts department.
• The dealer’s parts department must contact Dyment at (562) 698-2688 to order the
kit and obtain parts pricing information.
• A copy of the NHTSA-approval form must be faxed to Dyment to complete the order
process.
CLAIMS INFORMATION
Installation of this switch is NOT a warranty repair, and is a customer-pay operation.
