Tire Feathering Permanent fix?

Hi guys is there a permanent fix on this problem? i mean once we change to a new tyre and all whats the guarentee that it will not reoccur in new tyre. Is there special type of tyre that will stop this feathering problem??

I guess the best thing to do is to buy the extra Warranty that comes on a new tire purchase. I know I would as soon as I change my wheel/tire package!
