Pretty sure it was Finland. Your other details are correct, though. The fine is based on your income.

In Florida (where I lived until about a year ago, and got about 20 tickets from the time I was 16-22, never came close to losing my license though, thanks to the "NO CONTEST" plea...) in Florida there is a set listing of the fines.... 31mph and above (or maybe 30) is a set fee, statutes currently say $250, but when I got that ticket a few years ago, it was $267, and the fine schedule listed on the envelope given with the ticket said $267... anyways... there is a statute that says if you take it to court, the max fine that can be given is $500, or $1000 if it is in a school zone or construction zone. I think it might even say the max fines if you take it to court on the back of the ticket... However, I live in Kansas now, and I looked in the KS statutes, and I can't find a maximum fine for traffic infractions listed anywhere, and KS state statutes list the fines for speeding as a "base amount plus $X for each mph over YYmph" for example, for 31 and above, it is $180 plus $15/mph over the limit... so... if there really is no maximum traffic citation fine in KS, then 146mph would be.... $1320!! that was assuming it was in a 70mph zone... if it was a 30mph zone, it'd be almost $2000 HAH!!

Also, someone said something about being arrested... I believe in many states, reckless driving can/is considered a criminal offense... and 146 could certainly be considered "The willful and wanton intent to drive in a manor that blah blah blah..." which is something similar to the reckless driving rule in most states... just like racing is now a misdemeanor in most states... Not a 100% guaranteed arrest on site, but it certainly could be...
