Yes, they are 18" rims and mud flaps. This was how the car came when I bought it, however, I would have put everything on it anyway. I love the look of the 18" rims especially over the ones that have the little divets in them (I think that is the stock 17" but not sure). Plus, the 18's make the car appear a little lower and sleaker in my opinion. As for the mud flaps, I know some people don't like them, but, I like the look of them and notice a big help. When I wash the car, you notice a lot of crud on them that might otherwise end up on your tail end. Hope this helps.
