bsically drill throgh that, then behind it you will see a grommit that leads to the inside of the car, you need to take off the back plastic plate on the interior, you do this by first pulling off the weather stripping, and then poping it off...
peal this grommit back and run your wires through, a good way maybe to slice this grommit and force the wires through it..., to the inside of hte car

One thing to keep in mind is that you need to make sure your camera or your monitor is "image reversing" because a regular camera's image will be backwards (ie left is right and right is left) since it looking backwards. Think about for a second and it will make sense.
If you are dead set on using your camera, then you (or an installer) has to get creative. There is quite a bit of space behind the lower portion of the license plate, but after several designs, the installer came to the conclusion that you have to build a support to hold the camera. If you don't and try to mount the camera without one, eventually the camera could become loose and move around (remember that the exhaust breathes on the back of your car at a stop). Also, I don't exactly remember why, but mounting the camera at the top of the license plate did not work. I seem to remember there was something in the way or the space there was limited. Anyway, I have had my camera here for 3 years and have never been pulled over for it (probably just jinxed myself...). So even though it looks obvious here, it's really not that noticeable in the real world.
Alternatively, the easiest route is to buy one of the new License Plate Frame Cameras that just screw on over your license plate. That way f you don't have to worry about ruining your license plate, ruining the rear bumper, possibly getting pulled over and more than likely they are image reversing. Here's a picture of one:
In addition, this WEBSITE also has some other camera ideas and products. Good luck.
