A good and cheap setup would be the TurboXS exhaust with test pipes. Its not super loud, but it'll give you power. In exchange, you lose some weight, but not as much as you wouldve with JIC Ti.

The JIC Ti will be very very loud, believe me, I have it.
test pipes are street prepared legal. if youre gonna do an exhaust for BSP do some kind of 3" single exhaust...AAM, JIC, whatever. swapping the OEM dual exhaust for another one to drop 10 pounds isnt worth the money...test pipes and a good 3 inch single can drop 70-ish pounds pretty easy (tests drop 40 pounds alone)

In street prepared any exhaust change is allowed including headers, cats and mufflers. As long as it terminates behind the driver and away from the vehicle.

The heaviest part of the oem is the muffler itself. On my n/a setup I used an agency power catback. It wasnt to loud until I removed the cats in favor of test pipes. It sounded great but wasnt pleasent on long drives.

Nobody has addressed the noise issue.
If you can still hear the radio, the exhaust isn't loud enough...
