A good and cheap setup would be the TurboXS exhaust with test pipes. Its not super loud, but it'll give you power. In exchange, you lose some weight, but not as much as you wouldve with JIC Ti.

In street prepared any exhaust change is allowed including headers, cats and mufflers. As long as it terminates behind the driver and away from the vehicle.
The heaviest part of the oem is the muffler itself. On my n/a setup I used an agency power catback. It wasnt to loud until I removed the cats in favor of test pipes. It sounded great but wasnt pleasent on long drives.
