Volk offset/damper question
The perfect offsets for those sizes would be
33mm front
46mm rear
You could probably get away with subtracting a maximum of 3mm on each wheel, but I wouldn't go any lower than that.
If the wheel you're looking at is 19x8.5 with a 22mm offset....that means the wheel will stick out 14mm farther than the stock wheel in front.
14mm = .55 inches (over half an inch) This might sound like a small amount, but when you're talking about lowering and clearnace, a half an inch can be the difference between rubbing and not rubbing, or having to roll a fender in order to keep from rubbing.

33 and 46mm?? Correct me if I'm wrong, but isn't stock 30mm? And doesn't it sit in quite a bit already? And isn't the Teins supposed to be pretty thick? By going up instead of down on the offset, it would set the wheels farther in, than farther out. So wouldn't that not clear the struts? Especially with 46mm??

You have to remember that you're adding width to the wheel.

But with the stock 7.5 and 8" rims, there's about an inch and a half of space between rim and fender for the front and almost 2 for the rear. So with a 8.5" rim in front, it's only 1/2" more closer to the fender and 1/2" closer to the strut. Also, the guy from Mackin said that with a 9" rear rim, you can theoretically go from +22 to +40 in the back. With of course a little rolling of the fender at +22mm offset.
a) 19x10 with 32+ offset shown below...
b) ...40 is too much and will look like crap and also hit any coilovers. Nismo seems to think that 9.5 inch with a 30+ offset will clear everything. 35+ is too much for nismo coil overs. Yes nismo is referring to a 9.5 inch rim, or I may be misonformed so please see argument a).

GTC : 19x8.5 +27 front 19x9.5 +34 rear
These are the proper offsets. And yes they will work with the Tein setup. Just happens to be the setup I'm planning to run. I was gonna get the LE37T's, but then I saw another car with them last weekend at the track

may I please point out that no matter what anyone SAYS, the red car pictured above has 32+ for a 10 inch rim. This would indicate to me that anything 10" or less should definitey have less than 32+ offset. This red car is perfect....
