Two possible reasons...

rotors are installed directionally wrong - extreme and really unlikely case

pads could use a bit of anti-squeak on the bad side of the pad between the shim - typical and easist solution

Oh...almost forgot...make sure you bed the pads / rotors correctly.

With brand new rotors, I'm willing to bet it's that the pads haven't been bedded properly.

Which means you have to go back to square one... resurface the rotors, get new pads and bed them properly... It may get better, but it will never be perfect unless you do all of this...

what? you don't have to resurface the rotors to bed them in.

no no no, you don't have to do that. Just re-bed the pads in the right way. You can bed pads at any time, you don't have to do it with fresh pads and fresh rotors.
