I've had bad luck with tokicos...same story on my civic as with your prelude. Koni Sports (yellows) double adjustables (ride height and rebound) are a much better choice for handling and longivity.

I have the Tanabe Sustec S-OC Type II's on my car, ran slightly under a $1000 shipped.

D-Specs here. All good. No bouncy or rough ride around town. I feel more confident in taking corners. All I need now is sway bars.

kw variant 1's. They fit your price range. Haven't heard anyone complain about them I know people love the variant 3 version.

Only thing about the KW's is you get a awfull lot of spring rate spread in the rear and for the price of the variant 1 you can get the Cusco Zero 1 which does away with the progressive springs and adds adjustable case lengths that allow you to adjust ride height without effecting spring preload or compromise piston stoke distances.

what about tein s tech with tokico dspec? do they make a good combo?

Just a note... unadjustable does have its advantages. Many people have screwed up the balance of their cars with adjustables. Ironically, most do not even know it.

Adjustables are a must for a track machine where you will spend days dialing in the suspension... but for 95% of the people out there, it is unneccessary.

Full Disclosure: I have full Nismo suspension and sways in my daily driven TT Z... and like them very much.
