Helper Spring question?

Helper Spring question?
We installed a pair of Tanabe Pro 5's on my buddies car.Only problem is the helper springs are always fully crushed.
^^Are they always supposed to be like this??^^
The ride seems to be a little rough and the dampening settings haven't been changed.Any help would be appreciated.

then that makes no sense, since the car is obviously jacked up and no pressure is being put onto it at all. firs time i have seen a pic of the pro 5 with a fully compressed helper spring not under any load at all

The seats are already set to Tanabe recommended height.The springs will still crush all the way down.
