Default Something wrong with Calliper or Normal?

Today I finally decided to check my rear brakes because whenever I step on the brakes it felt like the fronts are working really hard. Anyways, I pulled the wheels out and checked out my pads. Heres the deal, There are two brake pad per side. The outer one (visible w/o removing it) and Inner one (the one located inside). When I checked them, the outer one seems fine but inner pads were worn out. I thought that both pads should have similar worn but I guess not. Is this normal since I did installed larger and heavier wheels in the rear? 285/35/19 and weighs about 62lbs with tires each on the rear. Or is there something wrong with my Calipers not retracting back?
