Default center of the wheel to the top center of the fender

Does anyone know the dimensions from the center of the wheel to the top center of the fender?

It depends - on a 2004 with 18" wheels, the front Wheelarch Height is 683mm, the rear is 706mm. This is measured from ground to the apex of the arch - car fully loaded with fluids, etc.

It's probably different on each "version" (03-05, revup, hirev, NISMO, etc.) and definitely different on different wheel sizes. Let me know more details and I can probably look up the right one.
