Help on coilover noise

My coilver on the rear left side is making a noise almost like a washer bouncing up and down. It is a stance system and it looks like someone broke off a allen head into the actually bolt. Is there a way to disassemble the rear plates for a larger access to open that space up?

judging from the views and lack of responses im guessing i cannot. Is it safe to bore out a hole large enough to insert a driver in and tighten that bolt down

2 nuts and 1 bolt and you can remove the strut for full access. The holes up top on my car are also drilled open to about 1 inch
