That's exactly what they are - rebuilt by Cardone or one of the other big remanufacturers. Mine looked like that after bead-blasting, just before I had them powdercoated. OP probably shouldn't have said "new" in the title.

Yo, you got part numbers so I xan verifu these are legit remans? I know Rockauto.com sells them from time to time but the core charge is almost as as much the main price.
