Why not buy a car out-of-state?
Why would it not pass smog inspection?

I think "yes" to smog in Cali. all are built to pass the same test.

I live in MO and bought my car in NJ in October 2005. It was a 2004.5 with 1600 miles on it, plastic still on the trunk carpet area, never driven in rain or snow, still smelled new. Flew there, drove home, registered it. OP, what's your question about it? Just the smog thing?

I have bought out of state (I live in TN and bought in KY) and it was pretty much the same deal as buying in-state. They charged me TN taxes and got my car registered in TN.

I wouldn't fly halfway over the country to check a car out but that is because I have been burned before going to look at a car across town much less across the country.
