Would you buy this 03 crashed z
The guy said it drives perfect condition just body work needed. Also said he could get me the bumper fenders and hood for 500$ but I would have to replace them and paint.
the door and rear quarter panel idk about. They seem a bit expensive to fix.

Does this Z have a clean title, or is it salvage? Even if you repair it, that would make a difference in resale prices. Having worked on Zs for years, I wouldn't want to put the time and effort into chasing this car.
How would I go about to bargain for lower price?
No..don't waste your money. By time you get done fixing that you could have bought a clean one in the same year. I don't know where you are in NY but there's a few over here for around 8k+ on craigslist.
I could do the repairs myself and I still wouldn't buy it. Doors up here will run you around $600/each at a salvage yard. I haven't looked into the price of a door shell yet. I can't tell how bad the quarters are, but they are like $650 plus the cost of installation. Getting your frame rail inspected/repaired would $50/hour on the frame rack. Then the shops are going to charge around $35/hour to perform the repairs, then paint time which is more $/hour.

Without more expertise (on your part) with the repair, you probably don't have much bargaining power. If you had the skills and experience, you could present a detailed estimate on what it would cost to repair the Z and a comparison of what the used price would be. Without that, the seller certainly has to try to get as much out of it as he can, so maybe the best strategy is just wait and see if time softens his asking price.

Does it run? Secondly have the owner take pics of the hood up! In parts it's worth more...hassle but could make a profit.
