Since it is clear coated i would treat it like normal paint. Dry a Dremmel at a real slow speed but use some 3M swril remover. Or even those pads that they use to polish metal that fit on the end of a dril.
trying 3m rubbing compound II one of the most abrasive hand compound you can get at like pepboys or autozone then to swirl remover and some good chrome protectant or a coat of wax (polymer prefered)

i wouldn't start off with anything too aggressive just in case. i would try normal polishes first then slowly work your way up to something a little stronger if the simple polishes don't work. Meguiars makes some good polishes as do other companies.
