Default High Speed Polishing (removal partial of clear coat?????)

will removal partial of the Clear Coat reduce the life span of my paint?

the Autobody shop is doing this service to get rid of the swirls and fine/light scratches on my paint.

they are doing the whole entire car for $250.00.

and at the end, they are applying a polymer wax?
(they say it reduces dust or repells it and keeps shine longer?)

The removal of clearcoat lessens the amount of protection it provides. If you do this repeatedly, eventually you'll get down to the paint.

A good swirl remover will only remove a very small amount of the clearcoat. After all, swirls are very very fine scratches so it doesn't take much to remove them.

You definitely want some type of high quality polymer applied to protect the finish. Did they tell you what they're going to use?
