Possible cement spots on Z
I posted a thread previously on having small spots on my windshield, and it turns out the situation is a lot worse. The spots are not only on my windshield, but on the entire front of my car. They are tiny raised bumps, and the only thing I think it could be is small cement spots.
There was a lot of construction going on this summer, and I remember driving through a "dust" cloud right next to a construction area. The spots were there since then, and it's the only thing that makes sense since the splatter pattern appears to be on the front areas.
I took a lot of the advice I received on trying different products (various cleaners, clay bar, etc.) but nothing seems to be removing them from the paint or the glass. So I have 2 questions for you guys:
1.) What would be the best kind of shop to take it to since I obviously need professional help? Is this something a detailing place can take care of, or would it be better to take it to a paint and body shop?
2.) Would it be possible to get the city to cover any of the costs on repairing the damage? What would be the best course of action, if any, to take?
Thanks for your help, all comments and suggestions are appreciated!

Coincidence? I have had cement inside my wheel wells for 6 months. I can tell you what will not work:
Mr. Clean
Bug and tar remover
Metal polish
WD40
I did some serious scrubbing and have found no cure. My advise: take the car to a professional.

Once cement hardens and bonds with a surface, you basically have to grind and sand it off. It's rock at that point. If you have some small spots, you may be able to file them down if you're really careful, but you'll still have to take the paint with it. I had a small clump on a previous car and had to have an entire quarter panel re-done through a pro.
3 cars back the whole car got covered in concrete passing by a construction site, that car was almost black, with a hint of purple. Was massively hard work, I tried an orbital, but ended up doing it by hand and using my water blaster 2000psi to loosen the cement, then used a mild cutter and that removed the whole lot, the paint and the clear was fine afterwards. Once again the product I used is an New Zealand product so a bit hard to recommend. Gave it a hard out wax afterwards and it was back to stunning afterwards. Prestone should remove the cement on your windscreen, plastic use Meguiars Plastix, seemed to work for me.
It's a huge amount of work, so be prepared, you'll be exhausted afterwards.

If you ever get cement on the car you know how difficult it is to remove. Once dried it will bond to almost any surface. Soap, water and common solvents will not touch it. Here are the before and after results of Back-Set. Very pleased with the results.
