that doesn't even make sense. If you have no more clearcoat, then you will need another paint job. Anything can damage clear coat. i can wise toilet paper gently on the paint and it will scratch.

I used to paint aircraft a few years back so i have quite a bit of time doing this.
Your going to have to respray the clear coat if its pretty much scratching off the car. Factory paint isn't the best job in the world, its orange peeled the paint and clear clear coat are extremely thin as well.
You have two options, sand the car with some 500 grit sandpaper and be careful not to sand through the color and spray or get clear coat sprayed on your ride. For best results and longevity, sand first clear coat smooth (sand out orange peel) and spray another coat. Two coats of clear will give you something to buff on later if it looses its luster over time.
Second option you can be real cheap and buy some 2000 grit sand paper and give the nasty areas a once over till thier smooth, you wont get all the spot off but get it close. Then buff over it using 3M polish, stage 2 then to polish. After this apply some wax and it will look ok but only a few months at a time. A drawlback is you can only do this so many time before your paint is buffed through.

How to fix your fender.
1-400grit sand paper
2-Take the sand paper and ruff the surface up.Your tring to make the surface area ruff so the clear will stick.
3-If you already have rust or see primer or metal, all is not all lost.
If that accures a few small steps are needed to fix,but i'm going that your not there and your color is still in good condition.
Find a shop that will lay the clear down I wouldn't charge but 50 bucks. Then again I don't live in your state.I could do all the work for 100 bucks.
