Iv read a couple posts here and there about ruff wheels. Some say just soap and water? Some say to use some type of cleaner wax on them. Anyone have these wheels and can tell me the best way to clean them?
Car wash soap (NOT DISH SOAP). Most wheels don't need a special "wheel detergent" or anything similar. They can be waxed after you clean them - just like paint.
you can be RUFF with them. if you call them names (*****, trash, dirtburglar) they will usually get the hint and freshen up.
if that doesn't work, take them off the car and sell them.
under no circumstances should you give in to the demands of bitchy rims; it is not your job to be at the beck and call of these rims. if they want to be clean they should do it themselves. if they refuse then they aren't worth your time.

Nice, but what you caught (OMG!) is just me rushing an edit (couldn't choose which word worked better, but I think I meant to keep 'understand'), not what I would call a legitimate grammatical mistake but if it makes you feel better about yourself - go right ahead.
