Default Blue dots on 18" wheels?

I recently purchased a new '04 "performance" coupe with 18" wheels. Each wheel has a small, pale blue dot painted on the edge of the rim. Does anyone know the purpose of the dot and how it may be safely removed?

I have the Track model and I also have the same blue dots, I think it's either a low spot in the rim or it means it's been inspected. Haven't even tried to take it off, but I imagine simple green or goo gone should do the trick.

Its a mark they use to help when mounting tires at assembly. Its usually the heaviest side or something like that.

Its safe to remove (I just scraped it off with my fingernail). Its just 'reside' from the car's build-up.
