I think a more correct way of saying it is that turbos require exhaust air flow to spin them. The more revs you are making, the more air you are going to be pumping through the motor.

Load is a bit unclear sounding to me (maybe not to everybody else, though )

That's what I was thinking the point was, but it doesn't mean that you reach higher boost levels, just a longer sustained time for which the engine is under boost.... but I don't see any advantage to that.
