I'm wondering, that if they do release a high flow cat version, if they will sell the new manifold to anyone that has the existing kit. I'm only really worried that for some horrible reason, I might have to move back to cali some day.

The High Flow cat version is a terrific option for those that want to pass emmissions, but at times when emmissions is not a concern (track or racing) then a non-cat system will improve performance SIGNIFICANTLY.
(from the HKS website)
Increasing the amount of exhaust flow is the first progressive step to increased engine performance and efficiency. By designing a system that increases the mass and velocity of exhaust flow, it allows for a reduction in backpressure and thermal stress, thus unleashing the engines potential for increased power, torque and responsiveness.
