Default Stillen Engine Damper install right?

I received this today from a board member and don't have the instructions. I searched and can't find them anywhere on the net. I did find a thread with a couple of pics but, was not exactly sure on the location or parts to be used where.
One side mounted to frame under the PS fluid and the other above the belt bracket.

Is this in the right spot and correctly installed?
What is the propper way of adjusting it? Can someone please tell me how to properly adjust it?

Looks like i got it right except for moving the ground wire.
