Unhappy ~~~~~Please Help A Brotha Out!!!~~~~~~

I had a malfunctioned passenger side Cat O2 sensor for 4 months, so my SES was on for 4 months. Today I replaced it with a used O2 Sensor that I got from a member here, but the SES light is still on after resetting the ECU. I got the code P0037, "HO2S Bank 1 Sen 2 Heater Circuit Low". Does that mean I fried my O2 sensor fuse? Fried the wiring? Or is it because the used O2 sensor is malfunctioning also?

By the way I have the SAFC-2 and the setting is kinda to the rich-side, could that be too rich? Anyone has any ideas? Please help out, thanks.
