Not Legal in CA?

Why are these not Legal in CA? and what if i plan to use it any ways, whos most likely to get me in trouble for it? i mean its not like police will say hey you, open up the hood and then go GASP IS THAT THE K&N AIR FILTER NOT LEGAL IN CA? OK THATS IT 1,000,000,000 dollar fine!
Any ways i think i like the Aircharger 63-6013 any advise?
