2004.5 idle

So we all know that neither the Consult tool from the dealership nor the UpRev Cipher tool can adjust the base idle on the 2004.5 and 2005 G35/350Z because of their ULEV2 compliance.
My question is: what prevents those tools to change the base idle speed? Is it something in the ECU? Is it some mechanical device? What is it and can that be changed?

i dont think i can help u, but i doubht its something mechanical. I think JWT has a mechanical way of increasing the idle, thru an idle control valve... they suggest to buy it w/ the cams they sell. I'm not sure if they work in post 2004.5

Here is an idea: if I asked my dealership to reflash my ECU with an 2004 map (instead of 2004.5), would that work? Would the car run the same and will I then be able to raise the idle?
