build or not to build
I've got 50k+ on my 03 and have not had a single problem. I've even experienced the 40k+ power boost phenomena. I'm just looking to increase the sphincter pucker level so I'm looking to go F/I. My question is: Should I do the engine built and F/I at the same time or roll the dice and go F/I on the stock engine? I'm not looking to get 700+hp just looking for a nice reliable 400ish hp ride. Opinions appreciated.

Oh man, I had this same conversation with the salesman when I bought the car. Let's say 14k to start with.

If you are in Cali Just contact Michael or Scott at VRT. THey can do the built engine and the JWT TT kit. PM me if you would like more information. I think you can get a lot done with $14K.

I think it is worth a while to get your bottom end build up if you are going FI... because people always have power bugs... you will definitely want more and more power in the future... that's our nature! So building up the engine will do you good in the long run unless you are not going to stick with the car for long

Definitely build the engine. If your not going for more than 400 ish, a built short block should be more than enough, and that wouldn't cost much more than 3500. Then you could get an APS TT kit which is pretty much complete for another 7500. Plus the tuning and any other small things around, 14K is a very good target.
