Several cars these days have an internal odometer because of this very thing. A normal person wouldn't be able to tell it's been tampered with the any service department would know immediately.
the ECU would just keep track of it I would imagine, all you can probably do is disconnect power to the display, but youd have to disconnect power to the ECU to totally stop the count.
however, I share the same opinion as everyone else, if you do commit fraud, I hope you get caught. if your asking for some other reason.... well, what other reason could there be.

I know with older vehicles that have a manual odometer, there were ODO disconnect kits you could buy. Reason was lots of people have large RV's and travel the country and tow a smaller "in town" vehicle behind. The manual odometer would turn on these cars in tow because it's connected to the tranny output shaft or the rear end via flex cable.
But with digital odometers I suspect that as long as the ignition is off the odometer won't rack up the miles.
