Is this a overheating issue?

Default Is this a overheating issue?

Hi guys, been a while since i last posted here

I'm not 100 % sure what the cause for this"issue" could be. i already searched the forum and the web, but can't find the answers to my questions/ "problem". so here is the situation:

the car is 2005 350Z, i noticed since the end of last year that the car is running higher temps than usual (around 89°C at 33°C air temp) and the fans kick on everytime at a red light and raise up to 96-97°C ( i have the Greddy Informeter touch, that's why i can read the temperature quiet nicely).some might say that this isn't an issue i guess, but i'm still wondering what's "wrong". normally the car wouldn't go higher than 93°C and that's it.
the car is fine while driving on backroads , but once i drive through town or a village the temp will easily hit the 90°C and climp even higher where the fans kick on.

i already checked for some failures like the cooling fans, because i noticed that on the driver side starts operating once the car hits the 94-95°C, the passenger side one doesn't to anything at all.
in the past both of them came on once the car reached the 93°C mark. i also noticed that the passenger side fan get stuck, because if u help it a little by just pushing it, it runs for a few spins and then it stops again.
so i guess i need to replace that one. could this be already the cause?
i would also like to know which one is the main one, since from what i read one is just for when u use the AC ?!?
what's strange is that the high speed of this fan is working pretty good, but the low speed does nothing!
i checked this by applying 12V directly to the fans. the driver side does work with low and high speed, the passenger side just high.

i also noticed some build up on the thermostat housing right where the radiator hose goes on ( i already ordered parts to replace the thermostat and the hose).

oh and last but not least how long does it take a OEM Z to heat up to operating temp?
i know this might not be a real issue or something (besides the passenger side fan not "working"), just want to know if i'm running into somehting major in the future.

Since my Z33 is a USDM spec car, I' cannot be sure if my comments apply. It usually takes only 2-3 minutes to reach operating temperatures in 75 degree F summer weather. My guess is your PS fan is not turning on when it should and this is resulting in higher water temps when you slow down going through smaller towns. I'd also scan the engine to see if there are any codes showing up to identify the issue.
